I didn't go back to the original post, but it sounds like you installed a muffler from JC Whitney. The warning is about EPA noise standards, not about bike performance. I tried a JC Whitney Model AAD025200R. I removed the white spacer and also adjusted the low range carb screw to richen the mix (accessed by drilling out the small brass cover (usually painted white) on the right side of the bike up where the carb sits). Once I did that and adjusted the idle screw to prevent stalling at idle, the bike ran fine and backfiring stopped 95% of the time. I switched to a Jardine because it wasn't quite as loud, although I went back and forth several times before choosing. Did you do the carb adjustment when you removed the spacer? - Mike M
